I think they come from solar farms. They must replace whole sections if they get damaged, or something like that.
A lot of them say they have the labels removed, so they can't be used for grid-tie, but for off-grid projects, I can't see any obvious reason why it'd be a bad idea, other than that they're presumably going to have a shorter lifespan than new ones.
