If I was the cloud camera vendor, I’d try to design a hybrid system where a local NVR has the full resolution video and the cloud is only keeping a low-res “thumbnail” version. You pick a time period you want full res for and then the cloud system requests it from the NVR. Have the NVR poll the cloud system every 30 seconds to watch for requests so it doesn’t need a static IP.
