Josh,
We have isolated this to one of our peering partners. If I shut down that
partner, everything is back to normal. Luckily we have another peering point
and extra bandwidth, so shutting it down is not an issue.
I'm currently troubleshooting with the NOC to see if we can drill the issue
down to a router or provider.
