Not sure why it would be.

For once, Google AI Overview seems to give a good answer:

No, IPv6 is not immune to DDoS attacks. While it introduces structural changes
and larger address spaces, it simply shifts the nature of the vulnerabilities
rather than eliminating them.

IPv6 changes the DDoS landscape in the following ways:

New Vulnerabilities & Attack Vectors

* Neighbor Discovery Protocol (NDP) Exhaustion: IPv6 replaces IPv4's ARP
with NDP. Because IPv6 subnets are massive (typically a /64, which holds
billions of billions of addresses), attackers can flood a network with traffic
aimed at nonexistent IP addresses. The target router will exhaust its memory
trying to resolve these addresses.
* Extension Header Manipulation: IPv6 uses optional "Extension Headers"
for routing and security. Attackers can exploit these by sending packets with
overly complex, chained, or malformed headers to force security devices and
routers to spend excessive CPU power processing them, causing a crash or
slowdown.
* Amplification via Multicast: IPv6 relies heavily on multicast rather
than broadcast. If misconfigured, attackers can leverage multicast addresses to
amplify their traffic, sending one packet that gets replicated to many devices.

What IPv6 Does Fix

* No Broadcast Storms: IPv6 eliminates broadcast addressing entirely,
meaning classic IPv4 broadcast amplification attacks (like Smurf attacks) are
impossible.
* Larger Target Space: Because the address space is astronomically
larger, it is much harder for an attacker to successfully scan an entire
network to find specific hosts to target.
