Surely their devices don't work perfectly or someone preconfigures something 
wrong. Surely there are errors that need to be dealt with. 

Where I'm going with this is that DSL and cable use DOCSIS and TR-069. Those 
are out-of-band management and configuration systems. Why don't we have more of 
that? From there I just moved up the chain. How are the next layer of devices 
configured and managed?
