Given the power restrictions and the limited antenna options available in handsets, these will be very small cells.

OTOH, if it means that there will be commodity-priced LTE chipsets that can operate in the 5 GHz band, then it might actually be a benefit for fixed wireless operators.

Really bad news for any WISP with TMobile in their region. Could be our tragedy of the commons in 5Ghz.
