I leave it up to my climbers but above 20 is questionable (and usually
miserable), above 30 is getting dangerous.  Kinda depends too if it's a
steady wind or gusting.  Also how cold it is.

Like I said tho I let my climbers decide if they think they can perform the
job safely.

I don't think comtrain or osha has a cutoff.
