DHCP server should allow static reservations by MAC address.
PPPoE we use RADIUS.  Can use framed-address if you want to give the customer a 
static IP, framed-route to route them a block, or if you just want to have 
different pools for different speed tiers, something like ip:addr-pool or 
framed-pool reply attribute, with pools defined on PPPoE server.
