when we asked about this on our licensed link we were told probably not, but that it potentially could, dependent on size, distance, etc about a railing. But it was pointed out that at that kind of investment is it worth potentially having unfix-able issues over something fairly trivial like a couple feet where optional. Ours was on a mast, so we went with a taller mast plan and more ballast per the spec sheet.
