Last summer, using whatever was the latest version of CNUT at that time, I was doing just that, downgrading from 12.1 and 13.1.3 to 11.2 no problem.
You're saying you can go up but not down? I wish I could tell you what version of CNUT I was running, but I'm certain it was brand new in June or July.
