Any. There are state, county, and local roads. Who exactly owns the ROW and what you're allowed to do in it could be different for each, even in the same geographic area. In practice, I think utilities do whatever they need to until somebody complains.

There are also likely to be local laws about posting signage. For the town I live in, it requires a permit to post any signs (technically even a "lost kitten" sign). Here, at least, law enforcement doesn't care until someone forces them to care.

....but the power company owns most of the poles (in my locality), and they will remove anything that shouldn't be there. I think that's less to do with signage or ROW, and more to do with "that's my pole, stop putting holes in it".
