Another possibility is the CTA put in cellular repeaters in the tunnels, maybe that makes it part of the subway system. This guy is probably lucky they didn’t come down on him with terrorism charges for blocking 911 calls or something.
I wonder if he enjoyed his Reddit fame, like seeing Wanted Dead Or Alive posters with your picture. One of them showed the jammer, it looked like a commercial product, they must sell a lot of them.
