Because, at least with the models that are now 3-4 years old, they have perfect Linux driver support (Intel or Atheros wifi chipsets, Intel 1000BaseT NIC). They can be purchased for a hundred bucks for a field/technician laptop.
For network testing, because the Intel NIC in them is much more likely than anything else to achieve near real 980-990Mbps tests, as compared to something with a cheaper network card in it... Broadcom server 1000BaseT NICs can't be found in laptops.
