If you fly in the blue restricted zones of the Wendover Bombing Range or the Utah Test and Training Range, you will notice when they are testing. It is very effective. Bad thing is it jams your central office BITS clocks too!

I've been in the air during a couple (live in CO and fly to SoCal a lot) and never noticed loss of GPS. Looks like a reporter from gizmodo finally noticed this NOTAM and wrote about it. Shouldn't be a problem for any ground based GPS units.
