Slip joint monopole towers continue to slip down(settle) as the wind blows and 
the heating of the cooling of the days and night expand and contract the metal. 
They should have let this pole settle for a while before putting a climbing 
ladder on it. I have never see a monopole with a climbing ladder on it, but I 
have only been building towers for 20 years.
