It may have been a permit issue.  There were a half dozen cases that day all 
related to camping on BLM turf.

We camp on federal land all the time. Totally legal to camp on BLM or National 
Forrest, any time unless posted otherwise. There may be issues with camp fires, 
but we usually use a camp stove.

  Once in a federal courtroom waiting for a case to come up, I saw a guy come 
in tressed up like hanibal lecter.  Full face mask and straight jacket.  He 
could not speak.  His offense was first camping on federal land without a 
permit (perhaps fire or litter was also involved) then he dusted off the 
hearing and got a failure to appear.  It is the FTA that got him into court 
that day.  They had brought him in the day before and had him in the cooler.  
He spit on someone so that is why they dressed him for court.
