Try satellite, where dedicated C-band capacity can vary from $1900 to $4500 per Mbps per month, each direction, in an FDD circuit. That's if you want 1:1 ratio transponder allocation (SCPC/MCPC), not a TDMA type network. Plus the cost of a 4.5 meter+ earth station on your hardware.

You would not believe the cumulative amount of money that the US feds spend on satellite transponder kHz in general between civilian and military.
