Scratch that. Only Maine (4 votes), and Nebraska (5 votes) award electoral votes by proportion. That means that someone would have to get more than half of 25% or 20% respectively (or however those states divide the proportions).

But Like Chuck said, it's really all academic. The possibility of Clinton and Trump both losing a majority by less than six electoral votes is pretty remote.
