I finally got a chance to take a picture of the behavior I am talking about.. I played with throttling the TV's IP address while I was streaming a 4K program. The first burst is the stream starting, and you can see it as it continues. Above 25-30mbit you get to the point where the connection bursts data in instead of sustained usage with a TV attempting to stream in 4K. This trend is fairly consistent from the view of the Mikrotik.

This was looking at the WAN facing port of my mikrotik CHR VM. I was shaping the TV's local address.
