Exact opposite. Might as well be living in cccp circa 1982. Want licensed spectrum? Prepare for 10-20%+++ costs compared to the US. Want something.. be prepared to fill out forms and basically hand over the keys to your ISP. Even their "grant" program involves them having a couple fingers partially lodged up your ass. Since nobody wanted the fingers and that program failed they came up with a new idea. Hey lets just TAX THEM on their revenue directly! Force them to pay into it and then let them beg for permission to get a grant!
