Can anyone see why this firewall rule would just be dropping all traffic?

add action=drop chain=forward comment="Drop Spoofed Traffic" disabled=yes \
    out-interface=sfp1 src-address-list=!Public-IPs

It's disabled here obviously, but other than that...
