[AFMUG] Tower foundation

I am looking for some insight on construction of a foundation for a Rohn 
SSV150 10N Base.

I would like to do a pier and pad type foundation for loose rocky soil. 
Possibly slate or shale at 6' depth.

I have a contractor that would clear a 100x100 lot and do the foundation 
for around 17k. Is this out of the park or

is this reasonable?
