Ah, I see... I just looked at my spare. That whole thing screws out, and there's just an open hole, so yeah, it's just a vent/drain. I can't tell exactly how much of it's gone in your picture, but as long as there isn't a hole big enough for bugs to get in, I'd think it would be fine. I assume they put it there for a reason, so you probably don't want to completely seal the hole up.
