Time Warner/Spectrum seems to provision for 20% above advertised speed both upload and download. They have been consistent on that percentage for a while now on many locations I have had the opportunity to test.

It's not dependent on the laptop being in good working condition, free of malware, good ethernet chipset, etc. But to play devil's advocate here....you can get a pretty decent laptop for what that tool seems to cost.
