Time Warner/Spectrum seems to provision for 20% above advertised speed both
upload and download. They have been consistent on that percentage for a while
now on many locations I have had the opportunity to test.

That's my philosophy as well. 5% is sufficient I think. You can try to
explain packet headers and other overhead, or just give them a little bump and
avoid having to field the question.

I have always bumped them up by 5-10% to do our best to ensure that the
customer gets more than we promised. Saves a lot of explaining on the phone!

What we have learned is that none of our speed plans deliver a payload
throughput equal to what we advertise. So we are gonna have to bump them up a
bit or put an asterisk on all of our advertising.

It's not dependent on the laptop being in good working condition, free of
malware, good ethernet chipset, etc.

But to play devil's advocate here....you can get a pretty decent laptop for
what that tool seems to cost. Seems to be about $1000 based on my initial
Google shopping search. Maybe you pay less in real life.

That seems inline with a bunch of tests I've seen against my speedtest.net
server.

Exfo has a new tester that works with ookla.

We just got one to try this morning.

This is a 1 Gig test.

Spot on when you net out the TCP/IP and other overheads.
