Some of it is yet to be determined, but there's almost certainly going to
be some part of the band left for GAA (which is kind of similar to
unlicensed, only different)... how much of it ends up getting auctioned
off, and what those licenses look like is still being fought over.

The existing 3.65ghz licenses will all expire some time in 2020, and
everything has to play by the new rules after that (and be able to connect
to the SAS database).
