I'll check with the state. 

I would consider the over-bill to be sizable, so I'm not afraid to put in some 
time to get it.

Maybe. I had an ILEC come after us for something they under billed. They hit us 
with a large lump sum for years and years worth of charges. I would imagine you 
could do the same if your ICA is ambitious. You may also need to check your 
state regulations as they may contain some limits on utility back charges.
