So a telecom is not allowed to charge for USF, but they can charge a USF
recovery fee.
I fail to see the difference here.
Sort of like Apple's "Overseas profits" of ~~ $225 billion. It was not
actually "overseas", it was actually held here in the USA, but was
merely labeled as "overseas".

No One is allowed under the Law to "Charge" USF.
Only Entity that is Allowed under the Law to require "Mandatory
Contribution" is the FCC to qualified Telecom Providers.
Now if you are talking about USF Recovery Fee... well that is a whole
now gambit... not much 'rules and regulations' there.

Point to point Ethernet over fiber should not have to be charged
for USF.
But if you receive DIA/backbone over it it then qualifies?
But if you charge your customers for USF then the DIA circuit
should not be charged.
