Hello Florence, We already have funding for Wiki Loves Africa and thats why we didn't apply.
Also concerning Angola and Guinea-Bissau, I had a conversation with Paulo like you suggested and we found a way for this first year that may not require funding. I am sure he will brief you further and I hope this explains for the three countries.
