I can't speak directly about it but from a citizen point of view and my humble opinion, there are unfortunately too much politics everywhere even within technical AND scientific communities ; at least in some areas in Africa. IT Team convinced its manager to request from telcos IPv6 and succeed. I'm not proud to be the only one. Some years ago when I suscribe to various mailing-lists , I read many people on pro and cons regarding IPv6. I decided to assess myself and my organization. My conclusion was that IPv6 was a necessity and it was somehow 'easier' to manage at least for my context. We knew our telcos were able to deploy IPv6. It was 'just' a matter of sending a formal request and less than 1 month later, it was working. Many issues are not on a technical side first. Not sure if it's specific to Africa but from my humble opinion it is a combination of various factors which will drive towards IPv6 deployment. People are looking for leaders and incentives. It is all about leaders able to drive community in the right way.
