If one does not know what needs to be built, how would one be able to ascribe a feature to it? That is an engineering problem to be solved.
"Singularity" is a feature of a phenomenon. In this case, the phenomenon is AGI. Which characteristics would define AGI to have 'singularity' as a feature? In other words, let's discuss the hypothesis of AGI being capable of containing singularity as a feature. No! Let's rather not. You'll find how, on this list, even such a basic, design discussion is impossible to have. Clearly, this is not the forum for serious discussions on AGI. Once the bots and trolls and flamers jump in, and they will, it'll soon become a rantfest all over again. I'd suggest, founding a reliable, discussion environment with admin control, and perhaps these discussions would prove not only interesting, but valid and useful as well. I'm aware of interesting work by some here, which should probably be placed into the public (group) domain for consideration and comments. The question of whether AGI will result in a technological singularity doesn't seem to have a lot of relevance to the question of *how* to build AGI. So the disciples of the Singularity can believe whatever they want without having practical impacts on the work going forward. It only becomes an issue if differing opinions on the possibility of "fast takeoff" result in a bunch of wrangling about how much emphasis there should be on the Control Problem ... and that's an argument that I haven't seen come up on this list, yet.
