You do not know that probability can not represent a state of  (some) possible 
events in the universe.  A "state" is a man-made descriptor as well as 
probability. The concepts are used effectively because they can describe some 
kind of aspect of nature. The theory that science is only based on repeatable 
experiments is nonsense. However, repeatable experiments are so valuable that 
our modern science and our daily lives are dependent on them.
