That's easy. According to Turing in 1950, a machine will need 10^9 binary
digits of storage to win the imitation game. Passing the Turing test means
you believe you are talking to a human, and therefore it must be conscious
as far as you can tell.

Or did you have a different test for consciousness in mind?
