The real problem is people keep talking about "consciousness" the way
they'd been talking about "intelligence" up until Shane Legg helped people
with word-sense disambiguation.  It's like trying to nail a jellyfish to
the wall, but just as with "intelligence" it comes down to the ability to
measure what you're talking about and that comes down to operational
definition.  Thus far the only operational definitions of "consciousness"
are in terms of "intelligence", but I seriously doubt anyone would claim
that their dog isn't "conscious" in some meaningful sense -- the only
question is, in _which_ sense do they mean "conscious".
