Yes I feel it is self evident after some simple thinking about it and easily explainable. All the ex. image senses of finger/ hand/ wrist/ arm/ elbow/ eye/ etc end up getting linked to motor actions it tried because they are often seen/felt during when such motors occur, hence they link together. The speed and rotation direction of a motor is linked to be specific, a motor could also be a notepad text editor to decide to move the cursor over left or right and by 1-10 letters, so it would repeat the left by 10 until reaches start of paragraph if asked for the 1st letter.
So, when you imagine dancing or whatever, it doesn't have the motor actions, but each the simple small parts have motors, so the dance is thought of and then linked all the small actions get done - based on whatever is in the imagined movie. There's no need for a hierarchy network for motors...Just 1st layer node leaf motors... You can try moving both your arms in sync like I did in a video remember? I made them dance/ twitch, spread fingers, no matter, each arm's motors all did the same as the other arm, like they mirrored each other, and I can make them do inverse or whatever with new rules, like both move left but not the wrists, this is not a special motor effect for using both limbs or legs (you can do it with arm and knee, and tongue), it is simply the predicted movie in the brain that has both arms doing the exact same motors, and so they mirror. The brain is the AGI, the algorithm, while the body is the motors, it does not decide anything other than over a dozen reflexes (listed on Wikipedia if you want those). The brain, can make all decisions using only senses, as actions are only a mirror to senses, you have more control over actions by making senses all that is predicted, the brain does no generating or combing or thinking using motor memories...it does however tweak them to do body RL, for example you learnt to crawl when see X and got accelometer motion faster sensed, so you tweak them and eventually find faster crawling actions.
