Without it, it is not going to adapt and truly learn. I have written plenty of learning algorithms without positive reinforcement of the act of learning. But I can see how this kind of meta learning could be useful. Like the way humans set artificial goals for themselves and feel good about achieving them. Evolution only cares about how many offspring you have, but motivation to play and learn skills makes you more likely to survive and have more. I don't think this is a trait we want in machines that are supposed to serve us.
