No, of course, they are not. To say that graphics/figures are the universal
“language” is just ... a FIGURE of speech.
More precisely, my contention is that graphics/figures are, more or less, the
universal *sign system* on which all others are based - the universal
framework for all other signs (and concepts).
If you look at written language, you will see that it immediately consists of
... figures/characters.
If you look at maths – arith/algebra – they consist of ... figures/characters.
Maths – geometry ... figures.
Cartoons... figures
Photos... figures
Movies... figures.
Maps... figures
Diagrams... figures.
But the last six are clearly NOT language. Language couldn’t possibly be the
universal sign system. Only antideluvian literacy/3 R’s types, who’ve never
heard of Youtube, instagram, Pinterest, or ipads - (well, that’s most AGI-ers
actually) - could think that.
Figures are the frameworks of other signs, and represent the
outlines/frameworks of objects. Figures are, crucially, the frameworks of
concepts.
And intelligence is about “figuring things out”.

Sorry, but graphics and figures are simply not language. There are no
lexicons. They don't have grammars, and aren't recursive or composable. Maybe
they can be informationally complete, but they are simply a completely
different sort of thing. I would hesitate to say such a program would be
doomed, but the special nature of language is a very critical point.
Of course, I also hold that language itself cannot be the fundamental way
information is handled in a generally intelligent system, even if a great deal
of useful work can be done with straight manipulation of it. I guess it may be
unfair for me to say that something like that would not be intelligent at all.
GOFAI is real intelligence. It's just its own kind, and surprisingly limited.
