As a person who occasionally gets banned here or there I have nothing against banning :) So yeah, ban our 3-4 repetitious members. Are they the reason we are not getting contributions from any of the other 10 teams that are in the same league as OpenCog, or the 100s of legit researchers that don't have a grand AGI design just yet? No, the "explanation" is somewhere in the nexus of the value of traditional peer-reviewed channels, the low probability you will get any work done on the list, and of course in the wildly different strategies the more legitimate people created over the past 5-10 years, there is just no point discussing those strategies methinks, they have to be battle-tested and only then we can return to the broad discussions and drawing boards. Until then, most AGIers are probably happy with the few annual events they can attend and the private channels they have with the more interesting or compatible researchers. Probably the only improvement to this list would be a heavily edited wiki, perhaps one day one of the wikis out there will de facto become the "right" place to have constructive discussions. The interesting moments we have had with the repeat offenders here are almost impossible to find among all the noise,
