The government(s) could / should become more actively involved in open source AGI. One way to do this would be to have funding allotted for x number of positions where qualified individuals / researchers are managed by and work on particular open source AGI projects yet they are employed in full-time governmental positions. Having people directly involved instead of being a spectator. So for example say I'm an AGI researcher with full pay and benefits from the federal government. I spend 80% of my time R&D'ing and being managed by a particular AGI open source project and the other 20% of my time evangelizing AGI within various departments of government. The government then has eyes and ears on the scene, directly contributes and grows with it. Instead of just blindly throwing money at it. This might already be happening in some places I'm not sure... But then you could have a no-budget project with a small group and there is this "government guy" required to be there, asking too many questions, passing out forms, doing investigations where 20% of his/her time would be pseudo R&D and 80% bureaucracy... ya right it defies the nature of the beast. So you setup stipulations on those types of positions... and get some open source R&D AGI earmarked... work on that... Or... start with a clean slate. Government 2.0. Being responsible individuals we form a new organization with intent to replace the existing federal mess, the two headed hydra that will eventually go extinct. They'll never have a clue on AGI or will be too late and will screw it up anyway or if they do become involved it'll be overly influenced by a few billion dollar geeks like Musk who just want to dominate the airwaves.
