In my opinion, bugs should really not be assigned to someone on creation. They should be part of a bug backlog and pulled into a sprint. Then a developer pulls the tasks related to the bug (just like with stories). As a general rule, if you are using the assignee drop down to assign work to people, you are probably not doing scrum.
