I attempt to do all of the below. If it didn't all fail the last time I attempted it due to the CFJs not officially having their IDs assigned yet, it will all fail now due to lack of resources; the transfer of Zanzibar and 1WRV should be taken as a single action that succeeds or previously succeeded if and only if I have both a WRV and Zanzibar.
