Amend rule 2136 (Contests) by replacing the text:

      Any player CAN flip the contestmaster of a public contract
      without 3 objections, except if doing so would cause a player to
      be contestmaster of more than one contest, or it would flip the
      contestmaster of a contract to a player who has not explicitly
      consented to be contestmaster of that contest.  (If a player
      intends to flip the contestmaster of a contract to emself, this
      is considered explicit consent to be contestmaster of that
      contract.)

with:

      To flip the contestmaster of a given public contract to a given
      player is nonkosher if and only if at least one of the following
      is true; otherwise, to do so is kosher:

      a) Doing so would cause a player to be contestmaster of more
         than one contest.

      b) Doing so would flip the contestmaster of a contract to a
         player who has not explicitly consented to be contestmaster
         of that contest.  (If a player intends to flip the
         contestmaster of a contract to emself, this is considered
         explicit consent to be contestmaster of that contract.)

      Any player CAN flip the contestmaster of a public contract
      without 3 Objections, provided that to do so is kosher.

      If a contract specifies a mechanism for switching its
      contestmaster, then its contestmaster CAN be switched by that
      mechanism, provided that to do so is kosher.

      It is IMPOSSIBLE to flip the contestmaster of a contract if to
      do so is nonkosher.
