Amend Rule 107 (Initiating Agoran Decisions) by replacing this text:
voting period for a decision cannot be shorter than seven days.
with this text:
voting period for a decision with at least two options cannot
be shorter than seven days.
Amend Rule 955 (Determining the Will of Agora) by appending this text:
(c) If the decision is for an election, then the outcome is the
candidate with the most votes; if there is a tie, then the
vote collector SHALL select one of the leaders as the outcome;
if there are no candidates, then the outcome is null.
Amend Rule 2154 (Replacing Officers) to read:
Any player CAN by announcement initiate an election for an
elected office for which no election is already in progress.
Elections are divided into the following phases:
1) Nomination phase, beginning when the election is
initiated and ending four days later.
2) Post-nomination phase, beginning when the nomination
phase ends and ending when the voting phase begins.
3) Voting phase, beginning when the IADoP initiates an
Agoran decision and ending when its voting period does.
4) Post-voting phase, beginning when the voting phase ends
and ending when the Agoran decision is resolved.
During the nomination period, any player CAN by announcement
cause one or more active players to become nominees for the
office; for the initiation of the election to be valid, the
initiator must do so in the same message. A nominee ceases
to be a nominee or a candidate if e ceases to be an active
player.
During the nomination and post-nomination periods, any nominee
CAN by announcement accept eir nomination, becoming a candidate;
self-nominations are implicitly accepted.
During the election, any nominee CAN by announcement decline eir
nomination, ceasing to be a nominee or a candidate; e CANNOT be
re-nominated in the same election.
As soon as possible after the nomination period ends, the
IADoP shall initiate an Agoran decision to determine the new
officeholder. For this decision, the valid options are the
candidates, the eligible voters are the active players, and
quorum is the lesser of three and the number of active players
(rules to the contrary notwithstanding).
If at any point during the voting phase there are less than
two candidates, the voting period ends immediately.
Upon the resolution of this decision, its outcome (if non-null)
is installed into the office.
Stability is an elected office switch, tracked by the IADoP,
with values Temporal (default) and Perpetual. Any player CAN
flip an office's stability without 2 objections. A Perpetual
office becomes Temporal when its holder leaves office.
The IADoP SHALL make at least one attempt to install a player
into an office, and SHALL make the change if possible, under
the following circumstances:
a) During a quarter, if the office was Temporal at the start
of that quarter and no such attempt was made during the
previous quarter. This requirement is waived if another
player makes such a change during the current quarter.
b) Within a week (or month, if the office is low-priority)
after the office ceases to have an active holder. This
requirement is waived if the office comes to have an
active holder during that week (month).
