If ais523 and comex won by points in the month of December, ratify the
Scorekeepor's Report that was quoted in the message that first published
this proposal, under the assumption that all the scores in it are
unconditionally correct. Otherwise, do nothing.

(Unfortunately, the more locked-down the rules get, the more damage
scams have to cause. I didn't really want to mess up everyone's scores
scamming a win, but there wasn't an obvious alternative; Murphy
suggested I could reset points by proposal, so here we are. Ratifying a
report will change scores, but not the events leading up to them; and as
this would be ratification of a false report, I'm doing it via proposal
not without-objection, so everyone's clear on the circumstances.)
