Proposal: Herald Must Announce a Change in Speaker (AI = 1, II = 1) Amend Rule 402 (Identity of the Speaker) by adding the following to the end of the first paragraph:
As soon as possible after the Speaker changes, the Herald SHALL
announce this fact along with the identity of the new Speaker
and the date of the change.
