TRUE: "I create a rest" is suitably unambiguous because root could
only possibly have meant to create it in eir own possession: no other
methods of creating rests by announcement are defined in the rules.
However, "I spend C C to destroy a rest" would be ambiguous even if
the intended target is fairly obvious.
