Proposal: Medieval Anarchy (AI=1, II=0)

WHEREAS Agora has graced the world of Nomic with its presence for
nearly 16 years (1600 in Nomic years), and
WHEREAS such a long-running Nomic SHOULD leave behind medieval
trappings, and SHOULD adopt a more modern culture, and
WHEREAS Agora has a responsibility to the lesser Nomics to remove them
from the plagued darkness that now, even now, permeates the very cores
of their beings, and CAN only avail itself of this responsibility
through leadership, and CAN only lead by example, and
WHEREAS nobody even uses shields anymore,
Repeal Rule 2151 (Agoran Arms), and enact the following Power-1 rule,
entitled "Placeholder Arms," in its place:

Within one week after Agora's Birthday, each active first-class player
may create exactly one Flag Candidate without three objections. A
Flag Candidate is the (non-retracted) text and title of a Power-1 rule
describing a Flag or other suitable Symbol for Agora, and its author
is known as its Flyer.
Between one and two weeks after Agora's Birthday, the Herald CAN and
SHALL initiate an Agoran decision to decide the Flag of Agora. The
eligible voters are the active first-class players at the time the
decision is initiated, the valid options are the Flag Candidates at
the time the decision was initiated, and the vote collector is the
Herald.
The Flyer of the winning Flag Candidate satisfies the Winning
Condition of Vexillology.
Cleanup Procedure: This rule amends itself to be identical to that
Flag Candidate.
