Bah, I forgot SILENCE is no longer instantaneous.  Actually, 2765 was
judged FINE, appealed, then judged NOT GUILTY.  As for SILENCE, the
most recent one was 2784 (I award myself a Rest for it and spend a
fee to destroy said Rest), the next most recent one was 2759 back in
January.

Proposal:  Statute of limitations
(AI = 2, II = 1, please)

Amend Rule 1504 (Criminal Cases) by replacing this text:

        If a judgement of SILENCE has been in effect continuously for
        one week (or longer),

with this text:

        If a judgement of SILENCE has been in effect continuously for
        at least one week, but no more than 90 days,

I pay a fee to make this distributable.
