I can still cast ballots.  If my VL should happen to go up before
the end of the voting period, they will stand.  But just to make
sure this doesn't run afoul of default assumptions that I cast a
number of ballots equal to by VL:

I HEREBY cast 20 ballots of PRESENT for each decision in its voting 
period (some or all of these ballots may be invalid).

As to why I'm switching to present: I'm voting tactically, but
with a VL of 0 I don't feel obliged to be bothered to share my
present tactics, except that if I miss a later change, present
is better than what I had before.
