The fixed version of "Ordinary Chamber" takes precedence over the unfixed version, but does not completely nullify it. The consequences of the unfixed version are:
* For every proposal enacted, its author and co-author gain twice as many VCs as they're supposed to. * A person may increase a second-class player's VVLOP by spending only one VC. (However, this is ultimately inconsequential: second-class players are not eligible voters on ordinary decisions, and by Rule 683, non-eligible voters cannot submit ballots *and* have a voting limit of zero.) Ultimately, there is no huge effect. Nevertheless, I'll submit a proposal to repeal the unfixed "Ordinary Chamber" before I next distribute proposals. I notice that even in the fixed version of the rule, it is possible in theory for a player to gain an arbitrary number of VCs by creating a large number of golems and declaring them co-authors of a single proposal. In practice, such a proposal seems unlikely to pass. I recommend that Murphy be granted the Patent Title "Vvloopps". —Machiavelli
