Proposal: A More Appropriate Punishment

Append the following to the end of Rule 2427 (Red Cards):

     When a person who has recieved a Red Card in the last 7 days
     earns points, e only recieves half as many as e otherwise would,
     rounded up.

     If a Red Card has been issued to a player in the past 7 days, e
     CANNOT cast votes other than PRESENT, rules to the contrary
     notwithstanding.

     When a person who has recieved a Red Card in the last 7 days
     commits any additional offenses, the Referee SHALL issue a Red
     Card to em.

[Current punishment is to lax. In the current state, all one needs to
do after recieving a Red Card is to write a 200 word apology which can
be done in a matter of minutes. Honestly, I was assigned a Red Card
and after ten minutes I had written my apology and never thought of it
again. I don't even remember what I recieved a Red Card for. Pretty
pointless, I'd say. Furthermore, I feel that the current Yellow Card
punishment is much harsher than the Red Card punishment.]
